[Bug 1853447] [NEW] chainloader (loop)/kernel.efi does not work

Public bug reported:

In UEFI, trying to do

loopback loop /snaps/pc-kernel_323.snap
chainloader (loop)/kernel.efi snapd_recovery_mode=$3 snapd_recovery=$4 $standard_params

i.e. execute .efi binary from inside a snap, does not work

it fails with "not a valid root device". Not sure why a valid root
device is needed, as it seems that grub itself is reading the file and
doesn't seem to pass the file_path externally.

** Affects: grub2 (Ubuntu)
     Importance: Undecided
         Status: New
