I think it has to do with the following PPA:

jonathonf-ubuntu-vim-xenial.list

Please use ppa-purge to remove packages from that PPA and disable it.
After that try the upgrade again.

  Distro upgrade to 18.04 fails

Status in ubuntu-release-upgrader package in Ubuntu:
  Incomplete

Bug description:
  Upgrader fails every time I try to upgrade from 16.04.6 LTS to 18.04,
  specifically at 'Setting new software channels'

  
  1) $ lsb_release -rd
  Description:    Ubuntu 16.04.6 LTS
  Release:        16.04

  2) -

  3) I expected the upgrade to continue normally.

  4) It returned a window saying:
  'Could not calculate the upgrade
  An unresolvable problem occured while calculating the upgrade. This was likely caused by: * Unofficial software packages not provided by Ubuntu. Please use the tool 'ppa-purge' from the ppa-purge package to remove software from a Launchpad PPA and try the upgrade again.....'
