  Whiskey Lake Intel CPU incompatible with microcode firmware upgrade

Bug description:
  The bug is related to - Bug #1830743 - https://bugs.launchpad.net/ubuntu/+bug/1830743
  The intel-microcode (3.20190514.0ubuntu0.18.04.3) package - https://packages.ubuntu.com/bionic/intel-microcode causes fail of system boot and results in CPU throttling and heating up rapidly.

  I believe since Intel i7-8565U have some hardware updates of the
  recently known security vulnerabilities it somewhat differs from the
  rest of the Intel CPUs.

  The system info provided with this issue is of stable system. Because of package installation causes complete boot failing this is the maximum system info that can be provided.
