Thanks Steven for the hint! yes, it looks like the same bug, I can say
with icu 64 it still occurs, I might try a custom icu build with the
mentioned diff reverted...

  As you can see, the package is now FTBFS.

  I traced down this to be an icu problem, by starting from a disco
  chroot and then manually upgrading packages until I got the icu
  update.

  I can confirm also icu from debian experimental (and Debian chroot)
  has the same issue.
