I've created multiple disco Google GCE instances of type N1_Standard_2
and checked how much time setvtrgb.service took using "systemd-analyze
blame | grep setvtrgb" and while there was some variance I never saw a
result greater 500ms. Given that this isn't a significant amount of time
I'm going to close this bug as Invalid.

  Invalid

Bug description:
  systemd-analyze output of cloud images shows that setvtrgb.service can
  take a measureable amount of time to complete.  Setting the color
  pallete for a graphical console on a cloud instance that we have no
  graphical console access to is not something that should be allowed to
  slow down boot.

  Reproduced with disco on a Google GCE instance of type N1_Standard_2.
