studio does not use panel, because xubuntu doesn't as per

Bug description:
whilst many flavors use ubiquity-frontend-gtk, not all of them use
ubiquity-frontend-gtk provided panel.
Hence we are splitting ubiquity-frontend-gtk and ubiquity-frontend-
gtk-panel into two packages.
This package split will affect flavours that use gtk frontend with a
panel and show indicators there. As far as I can tell that would be
mate, budgie and studio. These flavours need to seed ubiquity-
frontend-gtk-panel into their live seeds.
