This bug was fixed in the package ubuntu-release-upgrader - 1:19.04.16.5

Bug description:
  [Impact]

  When performing an upgrade from Kubuntu 18.10 to 19.04  the screen shows upgrading to 18.10.
  See attachment.

  [Test Case]

   * Install Kubuntu 18.10

   * Start an upgrade to 19.04 using this command:

     pkexec do-release-upgrade -m desktop -f DistUpgradeViewKDE -p

   * The window should state upgrading to 19.04
