Please note that Kubuntu 14.04 LTS is no longer supported:
https://wiki.ubuntu.com/Releases

The Ubuntu community documentation describes a means of upgrading from an EOL release:
https://help.ubuntu.com/community/EOLUpgrades

The technical reason your upgrade attempt failed is that due to a
combination of unsupported third party packages, some of which have no
upgrade path, no upgrade appears possible. Removing third party APT
repositories and downgrading to Ubuntu 14.04 versions / removing
packages not available in 14.04 may put this system into a situation
where an upgrade can succeed. A better recommendation is a fresh
installation.

Summing up, this is not a bug, but a support issue.

Extended support for Ubuntu 14.04 LTS is available from Canonical: https://www.ubuntu.com/esm
Community support for EOL upgrades may be available from volunteers: https://www.ubuntu.com/support/community-support
