I just did upgrade from 18.10 to 19.04 and had the same problem. I am
not sure what's the damage done. After rebooting I had to manually run
`apt autoremove` to remove the old packages. I haven't tested other
things yet that I depend on.

Title:
upgrade from 18.10 to 19.04 failed, backout didn't run
Status in ubuntu-release-upgrader package in Ubuntu:
Confirmed
Bug description:
Ran upgrade for 18.10 to 19.04. Towards the end of installing packages, there was an upgrade failed message saying it would run back-out. There was no mention of what specifically failed. The software updater then disappeared.
After rebooting (perhaps a mistake) system is apparently working and lsb -rd and System says it's 19.04
