Thanks Tom.  I will check whether I have multiple Ubuntu releases on 
that computer and if so may submit a separate bug report as suggested.

  Cannot do updates, not even partial

Status in ubuntu-release-upgrader package in Ubuntu:
  Incomplete

Bug description:
  This computer often has difficult startups, but also for a long time
  has not been able to update because it seems it must have had an
  interrupted update in the past.  While I write this it has launched
  itself into an upgrade which I did not intend but maybe could fix the
  problem.
