has completed successfully and the package has now been released to
-updates.  Subsequently, the Ubuntu Stable Release Updates Team is being
unsubscribed and will not receive messages about this bug report.  In
the event that you encounter a regression using the package from
-updates please report a new bug using ubuntu-bug and tag the bug report
regression-update so we can easily find any regressions.

Bug description:
  [Impact]

   * Users get unattended-upgrade's email report every day or every time u-u ran, even when no package needed to be upraded, installed or removed. This can annoy administrators managing many servers.
   * The fix is sending the report email only when there were actions taken by u-u.

  [Test Case]

   * The extended autopkgtest script checks if no email is sent when u-u
  did not upgrade packages.

  [Regression Potential]

   * Unattended-upgrades may skip sending emails which would contain
  useful information, but given the size and the simplicity of the
  scripts this seems unlikely.
