Title:
Updater says it will update 18.10 to 18.10

Status in ubuntu-release-upgrader package in Ubuntu:
  New

Bug description:
  I ran:
  pkexec do-release-upgrade -m desktop -f DistUpgradeViewKDE &
  to update Kubuntu 18.10.

The window that popped up had a heading of:
  Upgrading 18.10 to 18.10.
(or something along those lines - it was 18.10 to 18.10).

It should have been 18.10 to 19.04.

NOTE: that the update actually went OK. It's just the heading in the
first window that is a little disconcerting.
