For bionic, I was unable to create an eoan chroot with debootstrap
1.0.95ubuntu0.3; I installed debootstrap 1.0.95ubuntu0.4 from bionic-
proposed and successfully created eoan chroots. Marking verification
done for bionic.

Without this update users cannot generate eoan chroots for
development.

Attempt to debootstrap eoan.

Very low, this simply introduces a suite specific script which is not
used unless you attempt to create and Ubuntu Eoan chroot.
