Your /etc/apt/sources.list file has the release artful in it while you
seem to have many packages installed from cosmic, Ubuntu 18.10. You'll
need to fix your /etc/apt/sources.list file to reflect the release you
are actually running for the upgrade to Ubuntu 19.04 to be possible.
