I'm unable to reproduce this on an X230 or T450s. I would have thought
the firmware to be pretty similar, at least enough that I could see this
issue when a similar config is applied.

This needs more investigation in the code for the console module. I've
had a quick look, nothing obvious jumped out; and I've also confirmed
that while this patch is still not upstreamed, it is applied on other
distros (Fedora).

Title:
  2.02+dfsg1-12ubuntu2: terminal not initialised in
  GRUB_TIMEOUT_STYLE=menu

Status in grub2 package in Ubuntu:
  New

Bug description:
  Since the update to 2.02+dfsg1-12ubuntu2 my grub menu is no longer
  visible, specifically the bios vendor splash is maintained right
  through grub to plymouth. I am (perhaps) unsual in that I have the
  menu always enabled:

    GRUB_DEFAULT=0
    GRUB_TIMEOUT_STYLE=menu
    GRUB_TIMEOUT=10

  A downgrade to 2.02+dfsg1-12ubuntu1 restores the terminal.

  It looks very much like the changes in the patch below are
  insufficient for the menu activation to initialise the terminal:

    * debian/patches/efi-console-set-text-mode-as-needed.patch: in EFI console,
      only set text-mode when we're actually going to need it.
