In Bionic wslu triggered autopkgtest of octave-interval which is failing on the CI infra but it is passing locally in qemu and lxd as well.
It looks like as if CI infra uses autodep8 (0.13) which is not present in Bionic and as a result tries to pull in dh-octave-autopkgtest (>= 0.5.6) that does not exist either there.

  [Impact]

  The package is new to the releases and contains integration utilities
  for Ubuntu when Ubuntu is run in WSL.

  [Test Case]

  * Install the package in Ubuntu on WSL and observe the shipped
  commands working:

  wslfetch wslupath wslview

  [Regression Potential]

  Since the package is new it may not cause regressions by being broken.
