Reassigning to systemd -- netplan isn't limited, but if systemd-networkd
crashes that's a bug in systemd-networkd.

Bug description:
  Attempting to add 2000 IP addresses.  However, after the 1024 mark,
  systemd-networkd reports a core dump and abandons the IP
  configuration.  systemd-networkd status:
