That dtm.py file you have should have come from the blender-data.
Problem is, the blender-data package in Ubuntu 18.04 is at version 2.79,
and you somehow have one for 2.80. There is no such thing in any Ubuntu
release yet, not even ubuntu disco.
In Bionic, installing blender-data 2.79, which is what was shipped with it, works just fine:
ubuntu at bionic-blender:~$ sudo apt install blender-data

I also get dpkg error and it does not get corrected I got error in
