[Bug 1819507] [NEW] `netplan apply --debug` doesn't emit error or debug output

Public bug reported:

When debugging a netplan configuration issue, I wanted debug output so I
ran `netplan apply --debug`; this produced no output and apparently
applied my configuration.  (It turns out, of course, that what I wanted
to run was `netplan --debug apply`.)

I would expect either to see the debug output that `netplan --debug
apply` correctly produces, or an error message informing me that
`--debug` is not a valid option to pass to apply.
