[Bug 1723663] Re: install time journal should be copied into target, if it is not already

What will the install time journal get us that is not in syslog and
ubiquity's debug log? Are there issues that we are having a hard time
debugging that the install time journal will fix? I ask as I'm trying to
judge the usefulness of fixing this.
