This old issue is resolved and the tests worked at least since ubuntu-
image/1.7+19.04ubuntu1 - lets mark it Fix released.
Note: I found this old issue by debugging a new issue breaking tests on
all architectures (in Eoan) which has already a fix uploaded in [1].

Bug description:
ubuntu-image/16+19.04ubuntu1 autopkgtests are now failing on all
architectures, having regressed in the disco release pocket.
I have marked the autopkgtest to be ignored for proposed-migration.
