[Bug 1836416] [NEW] do-partial-upgrade still blocked on calculating changes

I run software updater via GUI, it does all the right steps till itgets blocked on 'Calculating the changes' step. In TOP I can see the use of CPU and RAM varying but even fifteen minutes are passed nothing happened.
