Bug description:
  I faced the bug using `msiextract` tool from `msitools` package that
  relies on `libgcab`.

  Someone already reported the bug on msitools side, there is reproduceable steps there:

  They said the bug is in libgcab, it was already reported and upstream seams to be fixed now:
  https://bugzilla.redhat.com/show_bug.cgi?id=1608301

  I see the libgcab package is currently the same in disco and eoan:
  https://packages.ubuntu.com/search?keywords=libgcab&searchon=names&suite=all&section=all

  It would be good to get the fix imported into Ubuntu before eoan
  release, and if possible, backported to disco.
