Most certainly; however, this is an init script, which is not used at
all on Ubuntu because the package has a systemd unit that takes
precedence. So this is not worth carrying a delta in Ubuntu for, to fix
a typo in an unseen init script.

Please report this issue upstream to the Debian maintainer instead in
order to get this fixed.

Title:
  Typo error in /etc/init.d/rpcbind

Status in rpcbind package in Ubuntu:
  Won't Fix

Bug description:
  rpcbind 1.2.5-0.3build1 for Ubuntu disco:

The file /etc/init.d/rpcbind (created from debian/init.d) contains a
  typo error in line 51.

  Instead of
  log_action_msg "Already running: rcpbind"
  it most probably should read
  log_action_msg "Already running: rpcbind"

This swapping of letters seems to be there also in all older versions
  since rpcbind 0.2.1-2ubuntu1 for trusty
