[Bug 1810187] [NEW] `grub-install /dev/sda` error when installing to empty /dev/sdb drive

Public bug reported:

I'm attempting to install Kubuntu onto an empty drive of mine, which is
called /dev/sdb, but when trying to install Kubuntu to that drive it'll
always have an error running the command `grub-install /dev/sda`.

I've had this error with 18.04 and 16.04.
