I infer that what you are looking at here is the content of the squashfs
inside of the ubuntu-18.10-server-amd64.iso image.

This squashfs does not contain the perl or perl-modules packages.  It is
not intended to.  If you want the perl package installed, you should
select an installation path from the installer that includes perl -
which is part of the server task - or install the perl package after
installation with 'sudo apt install perl'.  If you ended up with a
system that did not have the perl package installed, you must have de-
selected the server task, which is selected by default for installs from
the 18.10 ISO.
