[Bug 1816423] [NEW] Tells you that livepatch will be disabled when it wasn't enabled before

Public bug reported:

I just did an `update-manager -d` update from cosmic -> disco. It
alerted me that Livepatch was going to be disabled, but the thing is it
wasn't enabled before!
