Bug description:
  TEST CASE
  1. Install 19.10
  2. Remove the default snap packages pre-installed on the system but core and core18
  3. In a terminal run: do-release-upgrade -d

  ACTUAL RESULT
  Packages are re-installed

  EXPECTED RESULT
  The debian package should be migrated to the corresponding snap package is the debian package is installed.
  Is neither the debian package or the snap package is installed, the default set of snap packages should not be reinstalled.
