  Ubuntu 19.10 boots into blinking underscore when manually restart, not

Bug description:
  Hello,

  I didn't exactly know which category to slected during bug report
  submission, but after I updated my Ubuntu 19.10 installation
  yesterday, whenever I press restart either through gui or terminal the
  system boot into blinking underscore immediately after bios post
  screen. Not even grub menu shows up.

  I have to shutdown the system, then turn it on again to fix the problem.
  The system boot normally from a shutdown.

  I have already tried clean installing Ubuntu 19.10 but the problem returned after installing the updates by executing sudo apt upgrade command!
  I guess this issue happens after upgrading the linux-firmware package to the latest 1.183.2 version.
