Public bug reported:
1) Ubuntu 19.10
2) 1:3.34.1-1ubuntu2
3) The following kernel components should be grouped together and the user should be prevented from installing them separately: linux, linux-image, linux-modules, linux-headers.
4) A user can install linux-image but not install linux-headers. If one kernel component is missing, Ubuntu will not boot.
Someone might think linux-headers is source code and they might not
download/install it.
