[Bug 1842024] [NEW] [FFe] glibc 2.30 for eoan

Public bug reported:

This is a feature freeze exception request to land glibc 2.30 in eoan a
week late.  Generally, I think it's in our best interest to stick to
upstream's 6mo schedule and not get too far behind, and it's been
prepped and tested in a PPA and on a couple of my machines at home and
seems generally sane.
