An upload of unattended-upgrades to cosmic-proposed has been rejected
from the upload queue for the following reason: "Some bugs are missing
valuable SRU information and changelog links to an unrelated, old bug
#182480. Please fix an re-upload.".

Bug description:
[Impact]
* Users get unattended-upgrade's email report every day or every time u-u ran, even when no package needed to be upraded, installed or removed. This can annoy administrators managing many servers.
* The fix is sending the report email only when there were actions taken by u-u.
[Test Case]
* The extended autopkgtest script checks if no email is sent when u-u
did not upgrade packages.
[Regression Potential]
* Unattended-upgrades may skip sending emails which would contain
useful information, but given the size and the simplicity of the
scripts this seems unlikely.
