I was able to recreate this by just touching /var/snap/canonical-
livepatch/common/machine-token after creating the directory in which the
file exists.

Bug description:
On upgrade from cosmic to disco, I was shown a bogus message about
livepatch:
Livepatch security updates are not available for Ubuntu 19.04. If
you upgrade, Livepatch will turn off.
I'm upgrading from cosmic, which has no livepatch support, so I
shouldn't be shown this message.
Bug #1816423 seems to be the same symptom, but that is reported as
fixed.
