You are running a release of Ubuntu which is now considered a stable
release and as such crash reports are no longer sent to launchpad.net
rather they only go to the Ubuntu Error Tracker -
http://errors.ubuntu.com. This is done because when a release is stable
it has a lot more users and rather then flooding Launchpad with crash
reports we send those crash reports to the Error Tracker. There we have
counts of the crashes affecting the most users and with that information
we can then fix the bugs affecting the most users.

There is a file, /var/crash/_usr_bin_gnome-control-center.1000.uploaded,
in your /var/crash directory which indicates that the crash was in fact
uploaded.
