[Bug 1825928] [NEW] "Could not install 'linux-image-5.0.0-13-generic" during 18.10 to 19.04 upgrade

Public bug reported:

While upgrading from Ubuntu 18.10 to 19.04, I received the error message
"Could not install 'linux-image-5.0.0-13-generic".  I was then informed
that my upgrade was aborted (screenshot:
https://web.tresorit.com/l#YFXUthEN464UCtK3_Nszbg).

The next day (immediately before filing this report), I tried to upgrade
again and this time it warned me that only a partial installation would
be performed.  The partial upgrade appears successful but I am not sure
which parts of my OS were not included in the "partial".

I had previously commented on similar Bug #1825441
(https://bugs.launchpad.net/ubuntu/+source/ubuntu-release-
upgrader/+bug/1825441) but was advised to open a new report.
