[Bug 1825703] [NEW] Ubuntu 18.10->19.04 upgrade disables HDMI output and ssh during upgrade

What Happened:
When upgrading from 18.10 -> 19.04 about 10 minutes into the upgrade a dialog box shows up to remove old packages at this point the HDMI output and ssh servers are disabled so the only way to continue the upgrade is to physically go to the machine and plug in a VGA cable to an old monitor.

What should have happened: 
Current Display output (In this case HDMI) and ssh access should be maintained during an upgrade of a system. Especially when there are user prompts.

See here HDMI has been disconnected through software. The physical
connection hadden't been touched. And even after unplugging and re-
plugging the HDMI cable the result is the same.
