freetype-config is superseded by pkg-config integration, which unlike
the old freetype-config is multiarch-compatible. Projects should use
pkg-config, which at this point has been supported by freetype for 16
years.

Bug description:
libfreetype6-dev does not include the freetype-config utility, which
is used by applications to determine the location of include- and
library-files.
This was included in the previous version (2.8.1-2ubuntu2 from
Cosmic), but disappeared when upgrading to 2.9.1-3.
