While you have deactivated the PPAs that actually isn't enough because
you still have software installed from those PPAs.  You'll need to
reenable them and then use the tool 'ppa-purge' to remove the PPA and
uninstall the software from it.  The release upgrader should have
instructed you to use ppa-purge.

  Hello! I'm trying to upgrade from 18:04 to 18:10 but a message appears
  that I have some ppa's that don't let me do it. So I deactivated all
  ppa's from software system but problem persists. Any ideas how to fix
