i'm marking for disco (as well as b/c where it fails) because i think it
would be better to add the test back in and get it working, instead of
just removing it

  note the gpgv-win32 test is skipped on ppc64el and s390x for b/c, and
  has been removed from d/t/control entirely in d

  as mentioned, in disco, the gpgv-win32 test has been removed from the
  tests/control completely.  not sure if that is a better approach than
  fixing the test case.
