    OpenSSL by other udebs, e.g. wget-udeb. LP: #1822898

  * Drop debian/patches/UBUNTU-lower-tls-security-level-for-compat.patch

Bug description:
  [Impact]
   * fetch-url cannot use https protocol (no https preseeds)

  [Test case]
   * in d-i, mini.iso, tty try
     wget https://geoip.ubuntu.com/lookup

   it should succeed.

  [Solution]
  The required openssl.cnf configuration file is missing, needs to simply exists, even if it is empty.

  [Regression Potential]
  well, if one cannot download over https / init ssl library in d-i, it's hard to get openssl busted more than that. No code changes on the .deb side of things
