[Bug 1795074] [NEW] 16.04 to 18.04 boots very slowly

Public bug reported:

Did the distribution upgrade. Now the laptop takes over 10 minutes to
boot. It takes minutes to login from lightdm.

Made a slow-boot.tgz file that contains the laptops hardware, blame
messages, boot messages, filtered boot messages showing time gaps larger
than 3 seconds.  README has contents for all files included.
