  Sporadic package install failures

Status in python3-stdlib-extensions package in Ubuntu:
  Invalid

Bug description:
  We have a nightly bvt system which sets up VMs in Azure, and during
  setup installs various packages. We have hundreds of successes per
  night, but recently against 1804 we see sporadic instances of this:

  E: Package 'python3-distutils' has no installation candidate
  Reading package lists... Done
  Building dependency tree
  Reading state information... Done
  Package python3-setuptools is not available, but is referred to by another package.
  This may mean that the package is missing, has been obsoleted, or
  is only available from another source

  We started using the python3-setuptools package instead, but have also
  seen failures with that one:

  E: Package 'python3-setuptools' has no installation candidate
  Cloning into 'WALinuxAgent'...
  remote: Counting objects: 10715, done.
  remote: Compressing objects: 100% (42/42), done.
  remote: Total 10715 (delta 27), reused 17 (delta 10), pack-reused 10663
  Receiving objects: 100% (10715/10715), 9.71 MiB | 30.50 MiB/s, done.
  Resolving deltas: 100% (7759/7759), done.

  All the other packages seem to be fine.

  I am happy to provide any debugging info or try whatever workarounds
  you might suggest, but I am not sure how to proceed from here.
