Title:
  appstreamcli error when upgrading from 18.04 to 18.10

Status in ubuntu-release-upgrader package in Ubuntu:
  Confirmed

Bug description:
  While trying to upgrade from 18.04 to the development version 18.10
  using "update-manager -d" the upgrade aborts before "getting new
  packages". A windows pops up with the following information:

  Error during upgrade
  A problem occurred during the update. This is usually some sort of network problem, please check your network connection and retry.

  E:Problem executing scripts APT::Update::Post-Invoke-Success 'if
  /usr/bin/test -w /var/cache/app-info -a -e /usr/bin/appstreamcli; then
  appstreamcli refresh-cache > /dev/null; fi', E:Sub-process returned an
  error code

  This is what is shown in the terminal:
