[Bug 1792906] [NEW] resolv.conf written after network-online.target

Public bug reported:

On the server the docker.service is run.

Sometimes after reboots it hands down a default resolv.conf to docker
domains (8.8.8.8 and 8.8.4.4 if I'm correct) and NOT our local
resolv.conf (which is generated from /etc/network/interfaces).

It looks like a race condition between the docker service and the status
of the hosts /etc/resolv.conf (which is a link to
/run/resolvconf/resolv.conf) since other times thing work out OK.

network-online.target should only be met after
/run/resolvconf/resolv.conf is complete in my opinion.

docker-ce service definition is: 
(/lib/systemd/system/docker.service)
