  update-manager crashed in _show_transaction()

Status in update-manager package in Ubuntu:

Bug description:
  update-manager crashed with  Package linux-headers-4.13.0-15 isn't
  available in _show_transaction()

  That's the summary that was generated by the "send information about
  this crash" tool. I'm not sure if the tool is also automatically
  including any other useful information.

  Scenario: logged in to find a message about updates required. Clicked
  the update button. Saw a message about a package not found and to
  check the name is correct. Dismissed this. Shortly after saw a message
  that package-manager had crashed with an option to report the crash.

  Running 17.10 with an uptime of 16 days so possibly there are updates
  pending that require a reboot.

  I ran apt upgrade from command line which was successful.
