[Bug 1792249] [NEW] Grub install failure

Public bug reported:

Installing to a system with Win7x64 already in place, available free
space, EFI parition and Win Boot Manager in place. Installation fails
even when manually pointing installation of 18.04 to the correct
partition and selcting that disk for installation of GRUB.
