[Bug 1791505] [NEW] distribution upgrade fails while creating new software channels

Public bug reported:
when I try to upgrade ubuntu from 16.04 to 18.04, it fails when it's
setting new software channels. I then get the error that from apt that
an error occurred (depicted as a red circle with a white horizontal line
at the top-right). It says that I should run apt-get in my terminal to
know what was worng with my packages. So I tried to run apt-get and
tried running 'sudo apt-get -f install' or 'sudo apt-get -qq upgrade' in
my terminal, but nothing happened. I get no input in my terminal. So I
am lost right now. my computer still works perfectly, but I just can't
upgrade my distribution version anymore! please help! :(
