Thank you for taking the time to report this bug and helping to make
Ubuntu better. The error that you are a reporting is a conflict between
packages from the official Ubuntu archive and packages from a PPA. To
resolve this situation please deactivate PPAs using the tool 'ppa-purge'
which is provided by the ppa-purge package. Then try performing the
release upgrade again. Thanks in advance!

Status in ubuntu-release-upgrader package in Ubuntu:
  Invalid

Bug description:
  All softwares are up-to-date when updated with `sudo apt update && sudo apt upgrade`.
  Update tool also says that system is up to date, but still currently running OS version shows 18.04.1
  in second step of the ubuntu-release-upgrader problem occurs.

  MEGA Cloud (Cloud sync client)
  some other PPAs for edge version of AMDGPU.
