Title:
  18.10 server fails to install without a network card

Status in subiquity package in Ubuntu:
  New

Bug description:
  When trying to install Ubuntu Server 18.10, the installer will not
  continue when there is no network connectivity. If there is no network
  card, the installer will time-out during "Applying network
  configuration".

  If there is a network card, but no DHCP, the user is required to enter
  a static address.

  There should be an option to skip this step, and allow administrators
  to add NICs after the setup is complete.
