This appears to be a guided bug report prompted by a failure to install
the shim-signed package. However, the attached dpkg log shows no output
about the shim-signed package, errors or otherwise.

Is the shim-signed package currently in an installed state on your
system? (dpkg -l shim-signed) Do you have any other dpkg logs showing an
error?
